The rate plan seems to be contradictory and is not well thought about by the Trump administration. In some days, rates are not negotiable. On a different day, a different administration official will say that tariffs are part of a negotiation.
Inconsistency represents instability and chaos.
Perhaps the symbol of how badly conceived seems to be this policy is the fact that Trump gave a 10% rate to an island that is inhabited. by penguins.
Jake Tapper of CNN asked the agricultural secretary Brooke Rollins about this, and the conversation was not great for Rollins.

Tapper asked: “And you are imposing a 10%rate. In the HEALS and MCDONALD Islands, the Herald and McDonald Islands have zero human inhabitants. They have zero exports, they have zero imports. Do they have many penguins. Why are you putting import rates on islands that are completely populated by Penguins?”
It’s a big question, and Rollins answered:
