Republicans think that the American people are stupid. This is not a statement that is made light or joking, but it is the only possible explanation for the scheme that occurred to them to avoid to blame Medicaid.
Representative Austin Scott (R-GA) described the plan in Fox News:
FMAP is the federal percentage of medical assistance, and varies from 50% in the country to 76.9%. Now, when the others expanded Medicaid under the low -price health care law, they made that percentage of the 90/10 party. Then, the Federal Government is paying 90% of the Medicaid expansion.
So, what we have talked about is to move that 90%. Level of backward expansion towards the most traditional levels of 50 to approximately 80%, however, instead of 90/10, 90% is federal, 10% was a state party, and no one would be expelled from Medicaid provided that the governors decided that they wanted to continue financing the program. And then, we are going to ask the states to collect and pay an additional percentage of the percentage of Medicaid.
The scam is simple. Republicans will reduce federal funds and then force governors to throw people into Medicaid, because their states cannot afford to find another 40% in Medicaid funds.
