President Donald Trump said that his “reciprocal tariffs” plan will go to all other countries when they are revealed on Wednesday, injecting more uncertainty into the publicized commercial policy only days before its launch.

“You would start with all countries,” Trump told reporters on Air Force One on Sunday night. “So let’s see what happens. There are many countries.”

“There is no cut,” he added.

Trump explicitly retreated the possibility that the new tariffs only addressed the 10 or 15 main commercial partners who have their own import tariffs on US assets.

“Who told you 10 or 15 countries?” Trump asked a journalist. “You didn’t hear it from me.”

The potential economic impact of another round of radical tariffs, together with the lack of early clarity on them, has caused agitation in the stock market. The three main indices fell sharply on Monday morning.

Multiple officials of the Trump administration have suggested that reciprocal tariffs would focus on a handful of countries that have large commercial imbalances with the United States.
